Unlike convection heating, where the air is heated and then circulates, radiant heat is constantly transferring high temperature heat from the heating panel to the objects in the room.
The efficiency is gained by not heating the air first, but instead transferring the heat directly to where it's needed.

Although we have an oil fired central heating system, one of our bedrooms was always on the cold side. An electrical option for this bedroom seemed best but we were wary of the running costs.
